Get the right domain for your website, get it old and with PR if possible, get it keyword rich that will make your link building more effective.

With search localization you need to go local with your link building, if you are trying to rank well in any local search (searchengine.tld while tld might be .CA, .UK etc) you need to have local links IP/TLD.
